The Department of Environmental Supervision will control the toxic components of exhaust gases from motor vehicles on the roads.

In today's session, the Government of Georgia approved the amendments to the ''Code of Administrative Offenses'' to ensure the control of vehicle emissions on the roads and impose administrative fines for violation of the vehicle emission standards and acceptable norms.

The package of legislative amendments was prepared jointly with the movement ‘’My City is Killing Me’' , which is another good example of cooperation with civil society.
Under the respective draft law, a new article (119 Prima- 2) ''Exceeding the established norm of emissions of harmful substances from vehicle exhaust'' will be added to the ''Code of Georgia on Administrative Offences''.

The employees of the Department of Environmental Supervision will be authorized to control vehicle emissions on the roads. Moreover, strict fines will be imposed for violation of the established norms regarding the content of harmful substances in the exhaust.

In the first stage, the law will be implemented in the four largest cities - Tbilisi, Kutaisi, Batumi, and Rustavi; Sanctions are defined as follows:  Violation of the regulations set by the ''Code of Georgia on Administrative Offences'' is subject to a fine in the amount of GEL 100  in case of a natural person once he/she does not comply with the requirements, in case of repeated violation, the person is subject to a fine of GEL 300, while, if the same is committed by a legal entity, the amount of the fine for the first time shall be fixed at GEL 500 and GEL 1500 for repeated cases.

 

The draft law will come into effect from June 2023. Until then, the Department of Environmental Supervision will purchase special, modern measuring tools, equipment, relevant devices, also appropriate software. The department will ensure training courses for employees for effective control over on-road vehicle emissions.

The draft law will be submitted to the Parliament shortly.
