Assignment Title: Dam Safety Assessment Study for Five Dams in Georgia and Feasibility Study of Ilto Dam

Reference No: GR/CS/QCBS/03-1

 

Georgia has received financing from the World Bank toward the cost of Georgia Resilient Agriculture, Irrigation and Land (GRAIL) Project and intends to apply part of the proceeds for consulting services. The project cost is USD 150.00 million comprising of an equal share of USD 75.00 million by each co-financer. 

 

 

The project development objectives are to: (a) improve irrigation, and drainage services, and agricultural production in project areas; and (b) strengthen national irrigation and land management institutional capacity for climate resilient planning.

 

 

The consulting services (“the Services”) include Dam Safety Assessment Study for Five Dams in Georgia and Feasibility Study of Ilto Dam. The Assignment is divided into three components: Component A: Assessment of the Safety Conditions of Narekvavi Dam, Component B: Assessment of the Safety Conditions of Four Dams in the Kvemo Kartli Region, Component C: Basic Design of Ilto Dam. Each component has its objective, scope of services, list of deliverables and schedule. Overall duration of the Assignment is 62 weeks. 

 

 

Component A: The Consultant shall review and update the Safety Conditions of Narekvavi dam and its appurtenant structures as per World Bank requirements to ensure their good operating conditions, long-term integrity and safety and, where applicable, to estimate the need for remedial safety measures necessary to upgrade the dam and appurtenant structures to an acceptable standard of safety, considering the potential risk of the dam and urgency of interventions, along with their basic design and preliminary cost and time estimates. The Consultant shall also prepare detailed technical specifications for acquiring reservoir dredging equipment and draft a reservoir dredging methodology, including a multi-year dredging schedule.

 

 

Component B: The Consultant shall review and update the Safety Conditions of Iakublo, Pantiani, Mtisdziri and Khorkhori dams and their appurtenant structures as per World Bank requirements in order to ensure their good operating conditions, long-term integrity and safety and, where applicable, to estimate the need for remedial safety measures necessary to upgrade the dams and appurtenant structures to an acceptable standard of safety, considering the potential risk of the dam and urgency of interventions, along with their basic design and preliminary cost and time estimates. For Pantiani, Mtisdziri, and Khorkhori dams, the Consultant shall include mitigation measures in the design to reduce the leakage across the dam body and through the dam foundation to an acceptable level.

 

Component C: Ilto Dam construction shall be resumed based on a new engineering design developed according to international standards. The Consultant shall undertake the basic studies and site investigations, prepare the project alternatives, and develop the feasibility design of the preferred project alternative. For the preferred alternative, the Consultant shall prepare a technical-economic report and drawings. The Consultant shall also evaluate the technical and economic feasibility of using the reservoir for hydropower generation and prepare a technical-economic report and drawings.

The Ministry of Environmental Protection and Agriculture of Georgia (MEPA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Expression of interest should cover, but not limited to: corporate profile, years in business, experience relevant to the project activities, overall key staff resources, and core business. Experts will not be evaluated at the shortlisting stage.

 

The shortlisting criteria are:

 
General experience;
Similar Experience in assignments completed within the last 10 years (i.e., since January 2014): 
- Feasibility study of large dams (> 50 m height);
- Safety assessment and related rehabilitation works of dams (>10 m height);
- Experience in the implementation of ICOLD recommendations and bulletins;
- Experience in the implementation of World Bank’s framework policies on Environmental and Social issues (ESF and previous documents) will be considered an advantage;

 

Note: the MEPA reserves it’s right to verify submitted references and use obtained information for evaluation purposes.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The experience of sub-consultants will not be taken into account while evaluating the corporate experience of the consultant.

A Consultant will be selected in accordance with the Quality and Cost Based Selection Method (QCBS) method set out in the Procurement Regulations:  Approved Selection Methods: Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers - July 2016, revised November 2020.
