Otar Shamugia: " We plan to implement a land consolidation pilot project in parallel with the systematic registration of land plots


At the Parliament of Georgia, the Minister of Environmental Protection and Agriculture, Mr. Otar Shamugia spoke about the activities of the National Agency for Sustainable Land Management and Land Use Monitoring, which was established in 2020. The main function of the Agency is to create an integrated database on land fund and introduce the methodology for verifying cadastral data on land use, which will result in drawing up a balance sheet for updated land records.
"Satellite monitoring system will be established. The National Agency of Public Registry of the Ministry of Justice of Georgia will implement the systematic land registration project throughout the country in 2022-2024.
The measurement and registration of private, municipal and state-owned land plots will be gradually conducted, which is undoubtedly the most important process. Moreover, we plan to implement a land consolidation pilot project in parallel with the systematic registration of land plots, which will help us to elaborate strategic vision and effective mechanisms to consolidate the fragmented land plots in the country," - said the Minister.
Mr. Shamugia spoke about the programs being implemented by the Agency  at this stage, including the state project “Access to State-Owned Pastures” and the state program on ‘’Inventorying Windbreak (Field Protection) Strips’’.

Within the framework of the state project “Access to State-Owned Pastures”, data on 116 pastures with a total area of 14,786 hectares from Samtskhe-Javakheti, Kakheti and Kvemo Kartli have already been published. The registration on pastures has started and will end on April 26. Detailed information is available on the websites of the Ministry of Environmental Protection and Agriculture of Georgia (www.mepa.gov.ge) and the National Agency for Sustainable Land Management and Land Use Monitoring (www.land.gov.ge).
"The goal of the program is the rational use of pastures, as well as, introduction of a proper and fair mechanism for transferring pastures to farmers.. At the same time, the pasture management policy development process is underway, which will provide the basis for developing a new legal framework for pasture management "- said Mr. Shamugia.
According to the Minister, in 2021, through active cooperation with the Agrarian Issues Committee , the Parliament adopted the draft law on windbreaks. The implementation of the state program on ‘’Inventorying Windbreak (Field Protection) Strips’’ has started. In 2021,  the inventorying the windbreak strips held in Telavi, and this year it will take place in Sagarejo and Marneuli municipalities.
In 2024, the whole process will be completed in Georgia, subsequently, the restoration, rehabilitation, as well as planting of windbreaks, developing management plans and implementing their sustainable management will be planned in accordance with the legislation of Georgia.
