The technical regulation on reducing the emission of volatile organic compounds from lacquer paint

The Ministry of Environmental Protection and Agriculture hosted a meeting to discuss the draft technical regulation " on the limitation of emissions of volatile organic compounds due to the use of organic solvents in paints, lacquer paint and vehicle refinishing products".

 

The respective regulation was developed by the Ministry of Environmental Protection and Agriculture of Georgia in compliance with the obligation taken under the EU-Georgia Association Agreement.

The representatives of the Ministry of Environmental Protection and Agriculture of Georgia and the manufacturers, importers, distributors and suppliers of lacquer paint products attended the meeting.
During the meeting, Mr. Noe Megrelishvili, Head of Ambient Air Division, Department of Environment and Climate Change under the Ministry of Environmental Protection and Agriculture noted that the content of volatile organic compounds (VOCs) in paints and lacquer paints is not controlled and regulated in Georgia, unlike the EU countries. Therefore, it is crucial to adopt the respective technical regulation to reduce the dispersion of volatile organic compounds (VOCs) in the country. Moreover, the aforementioned regulation will impose restrictions on paints, lacquer paints or paints that are intended for use on metal or vehicles with a high content of volatile organic compounds (VOCs). Technical regulations will include labelling requirements that are related to product characteristics.

The draft technical regulation was subjected to a regulatory impact assessment (RIA) from Georgian and European experts and supported by the European Union.
The consultations were held with the companies producing, importing and distributing lacquer paints in Georgia while working on the respective document.

The technical regulation " On the limitation of emissions of volatile organic compounds (VOCs) due to the use of organic solvents in paints, lacquer paint and vehicle refinishing products" will come into force on September 1, 2023.
