Amendments were made to the Law of Georgia on Environmental Protection
The Government of Georgia supported the amendments to the Law of Georgia "On Environmental Protection ". The mentioned amendments include the adoption of a system of authorization, monitoring, reporting, and verification of greenhouse gas emissions. Obtaining authorization regarding greenhouse gas emissions—which includes preparing a monitoring plan and submitting it to the body issuing the authorization—will become mandatory for specific industrial and aviation operations.Â

Amendments to the law are part of fulfilling the commitments outlined in the Association Agreement with the EU and the Energy Community Treaty, which is directly related to the EU Emissions Trading System (ETS) and the EU Carbon Border Adjustment Mechanism (CBAM).

The requirements for the GHG emissions monitoring, reporting, and verification (MRV) system will apply to greenhouse gas emissions from January 1, 2026. By adopting the regulation, the national regulatory body will be able to assess the adequacy of the country's climate policy and evaluate relevant measures.
If greenhouse gas-emitting activities are conducted without the required authorization, a fine of GEL 1,000 will be imposed, with a subsequent violation resulting in a fine of GEL 2,000. Failure to submit the report in the correct format or within the specified deadline will result in an initial warning, followed by a fine of GEL 1,000 for repeated non-compliance. Additionally, a penalty of GEL 800 will be imposed for violations of monitoring obligations, increasing to GEL 2,000 for repeated offenses.

The Ministry of Environmental Protection and Agriculture, in close collaboration with the Ministry of Economy and Sustainable Development of Georgia, the Energy Community, and an international expert invited as part of the technical assistance of the European Union, prepared the amendments to the Law of Georgia "On Environmental Protection".Â
