Improving Environmental Monitoring in the Black Sea (EMBLAS) – Phase 2
"The overall objective of the project is to help improve the protection of the Black Sea environment.
The specific objectives of the project are as follows:
To improve availability and quality of Black Sea environmental data in line with the MSFD, WFD and Black Sea Strategic Action Plan (2009) needs;
To improve partner countries' ability to perform marine environmental monitoring at the national level (NBSIEMAP) along MSFD and WFD principles, taking into account the Black Sea Diagnostic Report II recommendations on capacity building.
The project will support the development of partner countries' marine environmental policies and strategies and will contribute to implementation of concrete field activities in the area of monitoring and assessment of Black Sea marine environment. Main efforts will be put into establishment of sustainable schemes for testing of separate parts of NBSIMAPs (National Black Sea Integrated Environmental Monitoring and Assessment Programs) and obtaining high quality new data via National Pilot Studies (NPS) in the transitional, coastal and territorial waters and Joint Open Sea Surveys (JOSS) in the Exclusive Economic Zone (EEZ) open sea waters area of Black Sea countries. Significant effort will be invested into training, capacity building and harmonization of monitoring and assessment methodologies, with strong involvement of partner’s and local institutions staff. In order to promote
ownership, an extended engagement of local experts and stakeholders shall be encouraged in the project implementation.
Result
To promote renewable energy production and use by utilising locally available biomass and applying innovative technologies in above mentioned pilot Georgian municipalities
To assess the possibility and initiative the establishment of renewable energy supply chain in the selected municipalities for ensuring lon-term public service (supplement of biomass sources) between public and ptivate sectors
To support local authorities in improving their energy security, diminishing dependence on imported fossil fuels, reducing GHG emissions, and improvind their citizens' quality of life
To strengthen the capacity of selected pilot Georgian municipalities in implementing SE(C)APs and sustainable energy investment projects
To raise awareness on CoM policy and sustainable energy investment projects and promoted their replication in other Georian municipalities, in particular CoM signatores; Enhancedmanagareal and technical capacities of local authriries in target minicipalities to transform SE(C) APs measures into investment projects and fulfil CoM commitments through implementation of Sustainable energy investment projects; Decreased dependence on imported fossil fuels and increased share of locally available renewable energy resources in final minicipal energy consumption; raised awareness on benefits of clean energy technologies among interested stakeholdres and public at large in target municipality and beyind.
