Assignment Title: Feasibility Assessment Study of the East Georgia Irrigation Reservoirs Rehabilitation and Construction Program

The Borrower has received financing from the World Bank toward the cost of the Irrigation and Land Markets Development Project in Georgia (ILMDP), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Feasibility Assessment (FA) of the East Georgia Irrigation Reservoirs Rehabilitation and Construction Program. The Program aims to add storage to the water supply systems and thereby make water supplies more secure and irrigation services more reliable (and less subjected to climatic risks and disruptions). The specific objectives of this assignment are:
1.Technical, economic, social and environmental screening and prioritization of all 24 reservoirs categorized as non-operational and newly arranged based on prefeasibility level assessments.
2.Feasibility assessment of the rehabilitation of priority dams and water reservoirs to be repaired and restored.
3.Feasibility assessment of the construction of new or planned reservoirs. 4.Identification of generic types of positive and negative environmental and social risks and impacts of the proposed Program.
5.Consultancy services aiming at strengthening the capacity and skills of institutions mandated to plan and manage water use in Georgian in sustainable catchment management practices.
The FA shall cover the technical, economic, and financial aspects of the proposed Program, including hydrological, geo-technical, structural and non-structural engineering investigations. Furthermore, the FA shall include assessment of the downstream irrigation and drainage infrastructure directly or indirectly serviced by the respective reservoirs, determine the scope and normative cost of rehabilitation works as well as determine agricultural productivity impacts arising from additional / more reliable irrigation services.
The tentative duration of the assignment is 12 months, commencing approximately in November 2020.
By the end of the contract period under this TOR, the Consultant is expected to produce a comprehensive FA report based on recent information, with a definite implementation plan of the July 2017
recommended schemes based on the alternatives/configurations/technologies; preliminary designs; a draft procurement plan; terms of reference for final designs; a draft operational and maintenance plan; outcome of environmental and social screening of the proposed infrastructure and preliminary assessment of environmental and social risks and impacts expected from its implementation.

The Ministry of Environmental Protection and Agriculture of Georgia (MEPA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria is:
1. The Consultant’s experience during the last 5 years (i.e. from 1st of January 2015) in conducting feasibility studies for the rehabilitation/construction of medium to large reservoirs or dams or associated irrigation infrastructure with the capacity to irrigate areas larger than 5,000 hectares.
Note: Projects presented as references must consist of a single contract (and addendum (if any)) and must be completed within the last 5 years (i.e. from 1st of January 2015), although started earlier.
Note: the MEPA reserves it’s right to verify submitted references and use obtained information for evaluation purposes.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
