REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Preparing the Concept for Establishment and Development of an 
Integrated Database on Land Resources 
Reference No.: IDIC/AF/CS/CQS/02

 

The Borrower has received financing from the World Bank toward the cost of the Irrigation and 
Land Markets Development Project Additional Financing in Georgia (ILMDP), and intends to 
apply part of the proceeds for consulting services. 

 

The main objective of consulting services (“the Services”) is to prepare the Concept for 
establishing and developing an integrated database of land resources, according to the guidelines
mentioned below (in ToR in more detail).

 

A) Define together with the agency (and possibly other stakeholders such as key data providers 
and key data users) the needs that are expected to be fulfilled by the database;

 

B) Identify all the requirements to be fulfilled by the database and the supporting infrastructure. In 
particular, the integrated database created based on the aforementioned concept shall be compatible with the 
databases and database management systems of the current and potential information flow centers;

 

C) The concept shall include the hardware and software requirements for establishment, 
adoption, management and improvement of an integrated database taking into account the current 
and potential information flows.

 

D) The database shall be able to integrate both the electronic data and the information/ databases 
obtained in the field;

The Ministry of Environmental Protection and Agriculture of Georgia (MEPA) now invites eligible 
consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested 
Consultants should provide information demonstrating that they have the required qualifications 
and relevant experience to perform the Services. The evaluation criteria is:

 

 

  • At least 10 years’ experience in assignments enabling organizations to adopt, develop, and 
    operate GIS based functionalities;

 

  • At least 5 years’ experience of working on similar assignments to the concept described 
    above;

 

  • In addition to the above, experience in database management related to land resources is 
    preferred

 

Note: Projects presented as references must consist of a single contract (and addendum (if any)) and 
must be completed within the last 5 years (i.e. from 1st of January 2016), although started earlier.

 

Note: the MEPA reserves it’s right to verify submitted references and use obtained information for 
evaluation purposes.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: 
Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World 
Bank Borrowers - January 2011, revised July, 2014 ("Consultant Guidelines"), setting forth the 
World Bank's policy on conflict of interest.

 

Consultants may associate with other firms to enhance their qualifications, but should indicate 
clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case 
of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the 
entire contract, if selected.

A Consultant will be selected in accordance with the Consultants Qualification Based Selection 
(CQS) method set out in the Procurement Regulations.
