Contract Titles: 
Supply of Computer Hardware for NSLMLUMA


1.The Georgia has received additional financing from the World Bank towards the cost of the Irrigation and Land Market Development Project, and intends to apply part of the proceeds towards payments under the contracts for Supply of Computer Hardware for NSLMLUMA.

 

2.The Ministry of Environmental Protection and Agriculture of Georgia now invites sealed bids from eligible bidders for: 

 

• Workstation / Personal Computer 17 pcs, 
• Monitor / 57 pcs , 
• Workstation / Personal Computer 8 pcs, 
• Personal Computer 15 pcs, 
• Inkjet Plotter 1 pc,
• A3 Format Color laser printer 1 pc, 
• A4 Format color multifunction inkjet printer 4 pcs,
• A4 Format Monochrome laser multifunctional printers 5 pcs,
• Notebook 6 pcs,
• Tablet - 5 pcs, Tablet - 2 pcs,   
• UPS 40 pcs,
• External hard drive 2 pcs, 
• Wide format scanner 1 pc

Qualifications requirements include and are not limited to:

a) Financial Capability: The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last 5 years prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a joint venture, this requirement shall be met by each member;

b) Specific Experience: The Bidder shall demonstrate that it has successfully completed at least 1 contract within the last 5 (five) years prior to bid submission deadline, with a value of at least GEL 350 000 that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract. For a joint venture, this requirement may be met by all members combined.

c) Documentary Evidence: The Bidder shall furnish documentary evidence to demonstrate that the goods it offers meet the following usage requirement: The goods shall be I.S.O. (or with equivalent quality management system certification) certified.

d) Manufacturing experience and Technical Capacity: For the items under the Contract that the bidder is a manufacturer, the Bidder shall furnish documentary evidence to demonstrate that: 

i) it has manufactured goods of similar nature and complexity for at least 5 years, prior to the bid submission deadline;

 

e) Manufacturer’s authorization: A Bidder who does not manufacture an item/s where a manufacturer authorization is required in accordance with BDS ITB 17.2 (a), the Bidder shall  provide evidence of being duly authorized by a manufacturer (Manufacturer’s Authorization Form, Section IV, Bidding Forms), meeting the criteria in (d) (i) above, to supply the Goods; 

f)A bidder who does manufacture an item/s where a manufacturer authorization is not required in accordance with BDS ITB 17.2 (a), the bidder shall submit documentation on, its status as a supplier, to the satisfaction of the Purchaser (e.g. authorized dealer/ distributor of the items).

At the time of Contract Award, the Bidder (including each subcontractor proposed by the Bidder) shall not be subject to disqualification by the Bank for non-compliance with SEA/ SH obligations.

3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers,  January 2011, revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest. 

4. Interested eligible bidders may obtain further information/bidding document from Ministry of Environmental Protection and Agriculture of Georgia upon the submission of a written application to the address below, free of charge. The bidding document will be sent by email to the interested bidders.

5. Bids must be delivered to the address below on or before March 1, 2022, 15:00 p.m. (Local time). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on March 1, 2022, 15:00 p.m.

6. All bids must be accompanied by a “Bid-Securing Declaration”.
